Preheat oven to 350°F (175°C). Grease a 9×13-inch baking dish.

In a skillet, brown ground beef with onion; drain. Season with garlic powder, salt, and pepper.

In the baking dish, layer half the cabbage, the beef mixture, the rice, and the diced tomatoes. Top with remaining cabbage.

Pour beef broth over everything. Cover with foil and bake for 45 minutes.

Remove foil, sprinkle with cheese, and bake uncovered for 10-15 minutes, until cheese is melted and golden.
